Также можно его вообще не учитывать как игрока и считать как -1 игрок.

A nomination definitely requires seat 7 to speak. Arguably a vote only requires them to raise their hand - although you can't raise their hand in the app, one possible ruling is that you could announce that their hand is raised (without speaking for them) and just treat the vote as if it was one higher.
FWIW this is what the script author (@TrashWarlock) said on the unofficial Discord:
Raw is the seat can nominate if it uses its OPG but cannot vote. However like @Hystrex (he) [+1 Demon] said, the djinn was built for fun. You are more than welcome to consider voting as an “arbitrary choice” if you choose to. As long as it promotes an enjoyable game for all players.
I’m sitting on some optional homebrew rules around voting to add to azure after the competition finishes. I can share them here for anyone running their own game, but they will not part of the script for the competition.
